Problem:
The Domino DTD specifies the %html.core.attrs; entity. The <picture>element,
however, does not include this entity. These properties are available to
pictures in Designer, including the html 'name'.
This issue was reported to Quality Engineering and was fixed in Notes/Domino
6.5.3.
